I have offered but she did nothing about it.
i think she has deep issues and is maybe worried about someone bringing those out?

Maybe take the lead and encourage her to try counselling. May take a few sessions to get to the bottom of things.

As for her deep issues tell her that you love her and will support her regardless. It will make a big difference to her and maybe that's what she's scared of.
