Non disclosure of utility bills on Form E

I don't know if anyone can advise? My estranged husband left me and my children in 2021. He agreed in writing to pay utilities until house sale. I was a stay at home parent of many years. I attended a second financial remedy divorce hearing last month. There were many procedrual errors so Iwish to have the Rose Order set aside. However, I have also found out, since the hearing, that he has allowed this utility bill to accrue to £4000. He was not paying - except a nominal fee to keep the account open and has lied to me for 2 years. He did not reply to my requests for updates on the utility bill.

He has now gone online and added me using my old marital name to his energy bill account and trasfered the entire bill to me without my knowledge and consent. I changed my name in 2022. He has faslfied his address as still living at the home and then removed himself from the account by saying he hnow moved out. He left 2 years ago. Th utility company now say it is my bill . I have reported him to the police but they say this is a civil matter and that impersonalting me or using my old name is not a crime as no money has been removed.

He did not declare this energy bill on his form E. Is this illegal? My assumption is that he should have declared this outstanding bill no matter who is responsible? I wish to apply for the Rose Order to be set aside and this non- disclosure would be grounds? He has also refused to declare his spendinng on £39,000 of personal debt whihc he claims is marital debt. I only have one month of spending discloure ad the judge refused to order disclosure even though I requested tghis twice in court. Thank you for any replies.
