There is a school of thinking that the petitioner should start and conclude a divorce and that if the respondent is forced to make an application to the court, they should seek their costs of the application.

Whether this holds water is a matter for the judge hearing the application.

No, the absolute only end the marriage, not either party's claim on the marital assets.
